So the man 仰天長嘯 meaning raise up his both arm to the sky and curse the God, with a very looooooong sound as if that cursing will relief his agony and sorrow.

OPT is an international student in America if outside UB to work required that visa to stay in America after UB. Melinda did work, but she has to go home after that.....sometimes she works in America. Its a temporary visa.
